The Ulithi Falalop Community Action Program (UFCAP) is a community-owned non-profit entity, originally organized by the late elders and leaders of Falalop Ulithi in 1991. It was established to support the community of Falalop, the Ulithi Atoll, and the Outer Islands of Yap. Founded on a traditional governance framework, UFCAP incorporates local values with modern civil society principles, navigating changing times while balancing traditional indigenous values.
UFCAP stands as a beacon of hope in the State of Yap, dedicated to uplifting the spirits of the Falalop Ulithi people, cherishing the beauty of their land, sea, and wildlife, and fostering prosperity in the outer islands of Yap State. The organization embraces both traditional and modern approaches in its projects, aiming to bring progress while strengthening community bonds and promoting economic growth. By celebrating rich cultural heritage and indigenous wisdom, UFCAP ensures that the legacy of the islands endures, promising a future bright with conservation and opportunity for generations to come.

Falalop, also known as Fl’aalop in Ulithian, is an island in the Ulithi Atoll, located approximately 191 km east of Yap. It is part of the Yap State within the Federated States of Micronesia.
Falalop is renowned for its progressive spirit and history of embracing change. The island has been at the forefront of experimenting with new innovations and modern adaptations, making it a leading example of how traditional culture can blend seamlessly with modern advancements. This willingness to welcome and implement change has set Falalop apart as the most advanced Outer Island in Micronesia.
Serving as the main hub and gateway to the rest of the 39 islands of Ulithi Atoll, Falalop is crucial to the region’s connectivity. Of these islands, only four are inhabited: Mogmog, Federay, Asor, and Falalop itself. The island spans 2.3 acres and has a distinctive triangular shape. Despite its small size, Falalop is densely populated with 500-600 residents, making it the most populous islet of Ulithi.
Separated from the Ulithi Atoll by a deep 400 m channel, Falalop is a pivotal point of access and connectivity. It is home to the only Ulithi Airport, facilitating travel and accessibility. Additionally, Falalop boasts a small hotel,a post office, and one of the three public high schools in Yap State, underscoring its role in the region’s educational infrastructure.
Falalop continues to be a beacon of innovation and community spirit. It plays a vital role in the Ulithi Falalop Community Action Program (UFCAP), which strives to foster sustainable development and enhance the well-being of the community.
